Missing Death Certificate

Hello Rootchatters
My 2x Great Grandfather, Daniel Booth entered Westminster workhouse when he was sick in December 1850.  He died in January 1851 and was buried at St. James's Burial Ground.
Unfortunately, I cannot find a death certificate for him on the GRO Index and suspect he may have been missed off for some reason.
The records for Westminster for that time have been moved around many times.  Does anyone know where I could write to enquire about the possibility of obtaining (if one is available) said certificate?

His name has been reversed...
