Drowned Santa Monica Beach

Born approx 1898 California  to
Percy Farnsworth  and Frances/Francis Trezise

**** Looking for Birth record  and would their be a adoption record ?****

When his mother remarried was using Neumann as surname from 1903? And was known as Neumann by 1910 census

Colvins wives.

Married

Grace Lillian Cosgrove.  Married  April 1920 only know of newspaper clipping. Separation/  Divorce. 1927

Sacramento Bee 15th of November 1927 Grace resumes her maiden name as Colvin had deserted her.

Between 1927 -1930.  Colvin married  Lorraine. (someone) also known as Dorothea Lorraine. formally  Burns ?    Maiden name ?

Lorraine has a child born approx 1924. Aileen Burns cited in 1930 census.

Lorraine Remarried  Frank Hull Ecker  in 1933 and used her former married  name Neumann  when she married.

California didn't require statewide birth registration in 1898, so there may be no birth record. 

If he was adopted, it looks like you would have to petition the court for the adoption records.  https://www.cdss.ca.gov/adoption-services/adoptee-information/adoption-records

A possible resource: Percy and Frances Farnsworth's divorce records from 1900 - 1901 likely would indicate whether Colvin was adopted or not. Those records are probably housed at the Sacramento County Superior Court, since the Farnsworths were living in Sacramento at the time.

UPDATE: FamilySearch does have Sacramento divorce records from that time in their IMAGES section (not Records.) Here's the link:
