Extraordinary tidesman?

Tidesman: alternate term for a Tide Waiter, a customs official who boarded ships to collect duty and check for smuggled goods.

I was curious as to the "why" some tidesmen were "extraordinary", so I'm just posting a clip of the middle of a long explanation from the Dublin Daily Express, dated 10 August 1910 in case others are as curious as I am!

Although the paper is from 1910, the article was "looking back in time" at the old occupation of tidesmen.
