So close...and yet so far. I found a man passing himself off as an Ordnance Surveyor in 1888 in Wales.
Using all sorts of aliases, as well. However, his age in 1888 was given as 45-50 years old.

Do you have Frederick in the 1891 census?

Also, who were the 1888 marriage witnesses?

As regards the 1878 workhouse record: labourers can be in the employ of Ordnance Surveyors.
No don’t have Frederick on any census returns at all.
The witnesses were William Thomas Morgan, Evelyn’s brother I believe but I’ve turned my laptop off now so can’t check and an Annie Vaughan, not come across her before.

Rather odd that he's not with the family in 1891.

Frederick's death notice attached.

Address is the same as the family is living in on the 1901 census.

Thank you, I will find the newspaper clipping.  I ordered the death certificate this morning.  He died of Paralysis of the Insane, how sad!  It was definitely him as the address is the same address of his wife and children.
