Thats a strange one.

Even his first child (born 4 years before his marriage in 1921) would not fit a date of 1898.......??

John Walter Longstaffe would have been 20 at the time so what child is he objecting to being vaccinated?

There were a couple of John William Longstaffs in Workington at the time of that vaccination hearing.

One is John Walter's father, and his children would seem to be too old. The other was born in Illinois circa 1868/9 and had a child Thomas Studholm Longstaff born in September 1898. That's probably the applicant for exemption.
