There is a Harry Scarlett recorded as being born in 1897, Hull.

Details:-

4, St Leonard's Road, Sculcoates, Yorkshire

John Harry Scarlett - Head - 47 years - Grocers Shop Inspector, Hull Cooperative Society Ltd

Ada Mary Scarlett - Wife - 47 years

Harry Scarlett - Son - 24 years - Iron Turner Out Of Work, Messrs Amos & Smith Ltd

That Harry was aged 24 and 4 months so born February 1897 or thereabouts.

If the army date is correct we are looking for someone who was 23 years and 5 months old at the time of the 1921 census (19 June 1921)

He'd have been in Ireland with his battalion in 1921. This is why we can't find him in the 1921 census.
