Ancestry trees have his parents as John Jenkins - Mary Ann Lewis.

There are a number of trees, not checked for errors.

Apologies, but are you sure of the year of birth?  The only Ernest J Jenkins with mmn of Lewis was registered in March quarter 1915 in Hay Registration Distrct.  Using FreeBMD there are some siblings for Ernest with mmn of Lewis.

There is a marriage in Hay RD in 1904 between John Jenkins and Mary Anne Lewis.

The birth of an Ernest j Jenkins registered Mar Qtr, 1915, Hay (Breconshire) - mother Lewis. Doesn't quite fit the date of birth you quote of 12 December 1915. What's the source of this info?

There is a possible Ernest on the 1921 Census for the above birth registration (cannot provide details) which leads to a possible Jenkins/Lewis marriage in Hay (via their period of marriage on the 1911 Census). But you really need the birth cert.

In the GRO index there are 7 Jenkins/Lewis births in Hay from 1906 onwards before query Ernest John, MarQ 1915.  Not nec. one family, but looks likely, pointing back to the 1904 marriage.

I take it that you are aware that you can obtain a digital copy of the birth certificate for £3.00 from the GRO.  You will have to register, no charge.

He gives 12 Dec 1915 as DoB on '39 Register.
There's a Brecknock death registration of an Ernest John Jenkins, Mar Qtr 1978, DoB 12 Dec 1914,  - which would fit the Hay birth registration.
There's a probable marriage Jun Qtr, 1940, Brecknock. Might include father's details - no guarantee.
