Surely you know when he was Born and Parents Names and presume living with the Parents in 1939 ?
Presume you know when he Died?  Possibly Married and Who and When.
How do you know he's Redacted ?
Or is it you have searched and found nothing?

He wasn't living with his birth parents in 1939. He was living with his aunt under a different name. There are three people in the household. His aunt and his uncle are recorded, the third person is redacted. It may not be him. Until its unredacted I don't know. Apart from his birth certificate it is potentialy the only record of this person between his birth in 1923 and the 1941census.

Wasn’t the 1941 census cancelled due to the war ?

Not everyone gets unredacted.  My great aunt and godmother is still redacted and she was born in 1901.  Her daughter is still redacted and she died in 2006.  My mother would have turned 100 last week but she died in Canada so she will remain redacted, as far as I know.

I found a relative I was unaware of. She was born 03 March 1923 and the record on Find My Past was opened a month later. There are still 5 redacted entries, with 2 of them unknown, so I am waiting and looking monthly. Another relative born in 1895, I have her birth date, but she is not listed. Apparently not everyone were listed. My father, who did 15 years ago is still redacted, but knowing the information I have no interest in opening it. He went through life believing he was born in 1926, I struggled to find his birth registration. The day and month were correct, but he was born in 1925.

One of the original purposes of the 1939 Register was for issuing Ration Books. Also for Identity Cards.
The only reason I can think of for somebody not being listed, is if they were a member of the Armed Forces in 1939.

I am surprised my mother ever got her ration book or got "unredacted". The entries for her area were so badly written, I eventually found her through her first name and birth date!

If you are a FindMyPast subscriber you can request the entry is unredacted by submitting a copy of the death certificate for the individual that you believe the entry to refer to. If it is the same person you believe it to be, FindMyPast are usually pretty quick at opening the entry. I have had a couple completed within hours.

If, as a result of your application, FindMyPast decline to open the record because it is not for the person whose death certificate you have supplied, that in itself will partly answer your question ;-)

Select the "Request Record" link whilst viewing the relevant entry on FindMyPast and follow the instructions to complete the form.

If you aren't a FindMyPast subscriber, you can submit a similar request direct to TNA, but in that case there is a charge of £24.35 for the service.
