The remark actually says 'Rose issued in error'
The rose to the 1914 Star was issued to soldiers (there were exceptions) who were in a theatre of war and under fire between 5th August and 22nd November 1914. Hadden did not enter a theatre of war (as per his medal index card) until the 5th November 1914, he mustn't have been under enemy fire until after 22nd November 1914.
