Coulter? From USA or Co. Donegal, Ireland and date?

Photo most likely of a Coulter family. Could someone help to determine if it originated in the USA or Co. Donegal, Ireland and an approximate date? Thanks.

The Kodak Limited stamp box dates between 1918-1936 but the image looks to be much earlier, maybe 1890s, so most likely to be a reprint. I think the child is a boy.

Agree with Carol this is a later copy of a tintype.
It looks 1870's.
Could be USA or UK although Tintypes were far more widely used in the USA than UK.
