It appears that the unmarried 31 year old Elenor at Penybank in 1851 with David Isaac and his family, is actually his daughter.
There is a marriage in Llanycrwys parish Church13 Apr 1838 (so before 1841 census) for an Elenor Davies to Daniel Davies a shoemaker of Rhosfach son of William Davies a farmer. Elenor Davies was a minor in age Penybank daughter of David Isaac a farmer.

This suggests that the Elenor is not yours, since on her marriage to John Jenkins she lists her father as James Davies.

Elenor is the elenor at Rhydyfallen fach with parents, father James. Rhydyfallen fach is 7 fields away from Cwm Dawe Mill, which is just down the road from Esgair Dawe chapel.

James Davies of Pencarreg married Mary Thomas of Lanybydder, at Llanybyther Parish Ch 14 Nov 1832, by Banns with consent of parents. James signed his name as did the w witnesses Possibly Jn Davies (of Pithyn) and David Davies Brynllo fawr

Yes looks like she was born at a Mill - Maestyle Mill is where they are in 1841. Maestyle Mill is next to Maestyle and a few properties away from Rhydyfallen isaf (which could also be known as Rhydfallen fach - the lesser of two listed with same name, althouh there appears top be at least one other a middle farm on later maps).

James the blacksmith and Mary both 30 born in county, with 3 daughters Mary aged 8, Anne aged 5 and Elinor aged 4.

The enumerated properties after their address and the all lead up northwards to Maes y Pwll, Penybanc and up towards Capel y Wern, Maes yr Hen Arth.

Haven't yet found a baptism for Elenor.

On the 1851 census, Maestile, Maestile Mill and Pandy are on the next page forward from the Rhydyfallen farms, which are themselves one page in front of the OTHER mill - Cwm Dawe Mill.
