On the attached 1825 census for William Duggan 'Atlas' can anybody tell me the name of employer? The columns are ship name "Atlas' Arrived 1919, Term 7, Employment: ____??? at Liverpool.

I think it is "Govt Employ", ie Government Employ at Liverpool.
You can see a few more of the same on the same page - eg Jeremiah DUGGAN 1823, Govt Employ Bathurst - is a little clearer.
