If you could Re-Scan just the Head and Hat and give us 450 kb or more pixels, and save it as a png or bmp file instead of jpg or jpeg there may be enough detail to Improve the picture.
Or,  those who have access to online apps which reconstruct might have better luck, cheers, Ian
