Free BMD index is a good place to start.

You can look for a Joseph Hartley marriage to a lady with surname Marsden to start with then search for those individuals on the 1911 census.

Do you know whereabouts in Lancashire?  Did he have any brothers or sisters?

There's a David born in Preston district 1917 and a marriage in the same district 1915 for

Joseph Hartley & Martha Marsden so they could be your grandparents

There's a Joseph Hartley born 1888 with a father David which could fit with the naming of your David.

Death in 1936 for a Joseph Hartley in Preston district.

LancashireBMD show that Joseph and Martha were married at "Preston Register Office or Registrar Attended".

The 1921 census appears to show that David, his parents and 3 others are resident in Preston.  FindMyPast have the image.
