There are an amazing number of men named William Henry Hartley of various ages in Lancashire.

Manchester Courier 21 July 1883 William Henry Hartley age 24 labourer was  convicted of felonious assault on Jane Calvert aged 18 at Colne on 2 May.

So he would have been born circa 1859

If your William is from Manchester and born c1828, then it is not him.

William Henry Hartley 21 yrs b Colne, Lancashire is living with his parents, Edward and Elizabeth and siblings in Colne.

The prison record states that the offence took place in Colne and WWH was 24 yrs in 1883 as already stated by others here.
