I wonder if this is him, as he cannot be found in census 1901. Worth pursuing to rule in or out.

UK Royal Hospital Chelsea Pensioner Soldier Service Records 1760 - 1920

William Henry Hill
Enlistment Age:   21
Birth Date:   abt 1875
Birth Place:   Pindeebury Lancashire (as transcribed, could read as Pendlebury?)
Enlistment Year:   1896
Regiment:   Royal Artillery
Regimental Number:   17438
Attestation Paper:   Yes

If he was in the army he would not be on census.

Original image on Fold3 (pay to access, or ask on military board for help) Should give his signature, (compare with 1911 census) name of next of kin etc on attestation paper.

That record is also available on Find My Past (your library may have access).
he was 21 years and 4 months old, born Pendlebury near Manchester
occupation prior to enlistment was miner

attested 1st Dec 1896, discharged 30 Nov 1912, so served for 16 years
His n.o.k. was listed as father: James Hill, address not known

There is an address on one of the pages , no date given but may have been on discharge. Very faint but seems to say 26 Selwyn St, Leigh
