Not clear what it is that you wish to know.

He was Austrian, born in Graz on 4th March 1864.  Lived and died in Munich and is probably buried in/at Nordfriedhof, Munich.

Thank you so much for your prompt reply.  I would like to know more about why people were put on the Registration of Foreigners and German Persecutees.  Who were registered?  Who compiled this list?  I know his death was commemorated in the family grave at Evangelischer Friedhof Graz St. Peter in Graz, Styria, Austria but I don't think this relates to Burial Place Nordfr. 123-1-13 as detailed on the register.

Hope you can help some more!

As you're probably aware Ancestry have this (free access) record collection. According to Ancestry:

"This collection consists of foreigners and German persecutees in Germany between 1939-1947 who were persecuted by public institutions, social securities and companies. The records may also include information on those who died, including burial information. The documents were assembled according to the Zones of Occupation - American, British, French and Soviet - by the Allied forces within Germany. Areas outside Germany were also recorded".

As Hillhurst has given you the information, I suspect that Hugo, for whatever reason, was persecuted in some way and ended up on this list. 

If you know your history you will be aware that the Nazis had a program whereby if you weren't what was regarded as pure Aryan, you were persecuted and a great many Jews in particular ended up in concentration camps. 

What was done to these people was absolutely appalling and it is probably still occurring somewhere in the world today.  There are people/countries in the world today for whom control of the masses is all important and they will use any means to do so.

Not only Jews. Romany, Slavs, Communist, people with  physical or mental impairment, anyone whose total loyalty to the regime was in question, &c.

Thank you all so much, very informative.  Must admit I would like to know where he was 1939 to his death in 1942.  He was commemorated (and maybe buried) in the family plot in Evangelischer Friedhof Graz St. Peter in Graz, Styria, Austria. The inscription is hard to read.
