Having read the OP's message and the image I immediately saw 19, without reading any of the other replies.

Josey, your clip makes it easier to read, thankyou.  Attached is a clip from the record showing
two no. 19's.  I note the 9's have a very long 'tail'.  There is a 17 in there too for comparison.
I also see a 'dot' midway between Richard Jones' entry and the 13 below it.  It could be the
end of a long tail.  Then again, there are lots of 'dots' on the image

I agree, but there is a shadow of a line between the start of that second figure and the apparent dot, I believe this to be a '9' with its tail.

Thankyou Josey,  I too can see that shadow of a line, it can only be 7 or 9 and the top
                          section of the number doesn't look like the 17 on on the second clip.
