The first digit is 1 the next is 7 or 9, length of down strokes, 7 and 9 both being drawn down past the 'imaginary line' a feature that continue with numbers well into 20th century in Australia.
1,2,3, all sat on the line
4 ... it's central down stroke ended on line, so the cross stroke was above that imaginary line
5 ... on the line
6 it's upstroke started markedly higher than 1, 2, 3 and it sat on the line.
7 and 9 their tails finished well below the line, and 9 belly sat on the line
8 was tall and sat on line,
0 was on the line but short line 1, 2 & 3
So to me that's why I support Millepede's 17 or 19.
It is so very faded
