Help with transcript

I have found this note written on the entry for a WW1 soldier on the WW1 Service Medal and Award Rolls, is someone able to tell me what this refers too?

It appears to record the return of British, War and Victory medals on 7 July 1923 under the terms of Kings Regulations 1743 (1913). It seems they were returned to the  medal branch as unclaimed.
Perhaps someone else will be able to come up with a fuller explanation.
