Yes - I think it's the same person.   I wonder if he changes his birthplace based on his home at the time? :-\

Interesting that the person living at 25 Fairfield Place in 1891 (the address of George's sister ) was born in Windsor close Clewer!   Maybe just a coincidence :-\

In 1891 610/25
Elizabeth Hilton, widow and 7 children are at the address 25 Fairfield Place - the two youngest children, 3 yrs and 1 yr were born Kingston, the other Windsor.

Trying to decide if George Casell, attested 1893 (twice) is the George Casell that attested 1889, No 2880 (transcribed as 28800 by FindMyPast), born Clewer near Windsor.

There is a Clewer baptism for a Henry George Castle, 7 Sep 1873, abode Clewer, parents Henry and Elizabeth.

All a bit tenuous

Henry G Castle is still at home in 1901 1170/129/ 27 with parents Henry and Adelaide E (could that be Elizabeth?)

The children look to have mother’s name Brown.

George gives his previous address as "25 Mill Street, Kingston" in his April 1893 attestation. "Fairfield Place" runs off Mill Street.
 

Think we can rule out the Clewer baptism.

An Emanuel Hilton was in trouble with the authorities in Jun 1881 and Feb 1882 for deserting his wife and six children, leaving them chargeable to the Windsor Union. Mrs Hilton had discharged herself from the workhouse early Feb 1882 and Emanuel was sentenced to 2 mths imprisonment.

Surrey electoral registers have Emanuel Hilton at 25 Fairfield Place in 1890.

There's a lengthy article in the Windsor and Eton Express, 27 Apr 1878 where Mrs Hilton describes herself as "married 15 years", the address was "Park Row, Spital".

An Emanuel Hilton married Elizabeth Brown, Dec Qtr 1868, Windsor, 2c 852
