Anybody able to identify this uniform?

Hi - need an expert eye to try to identify this uniform from the late 1800's early 1900's please.
Sorry about the quality but it's all I have.
Could it be artillery?
I'm trying to establish if this is a photo of William Manktelow who signed a short service attestation with the Royal Sussex Regiment in 1884 but also served with East Kent Regt and Middlesex Regt.

I'm thinking he is probably a part time rifle volunteer.

He seems quite small and the rifle he is holding is very long, probably a Snider Enfield (over 54" long). These rifles had been phased out in the regular army in the 1870's but were still used by militia units into the late 1880's.
