Occupation - Road undertaker

Can anyone suggest what a Road Undertaker as an occupation would be. Is it much the same as a Road Labourer. This is for a ancestor I have on 1841 Scottish census. Thanks.

 An undertaker of works, or clerk of works, for example for a turnpike road.
