I think that 'your' Charles Sands is the one whose birth was registered Sept.qtr.1885 Wisbech, mmn Herring.   He was the son of Charles Sands and Elizabeth Herring who married Dec.1878 Docking.

According to census he was born in Terrington but later lived Heacham (which he gives as birthplace in 1911).   In 1901 he is shown as inmate in Boys Home Reformatory in Wandsworth, London.

So, although he gives birthyear as 1884 in 1939, I think he was born 4/7/1885.

Thank you Annette7, this is really promising.  I have just been looking at the Census returns for this family, not sure that it could be the right one but hoping it would fit in somewhere!  I think his father died between the 1891 and 1901 censuses which might possibly explain why he was in the Reformatory in 1901, and his mother lived in the same road Heacham in 1901 with just one son (Robert) aged 8 with her.

I am very grateful for your help as I had been really stuck.
