It was not uncommon for travellers to fall foul of the law. The Vagrancy Act of 1824 made it an offence to sleep "in any deserted or unoccupied building, or in the open air, or under a tent, or in any cart or waggon, not having any visible means of subsistence".
The Hawkers and Pedlars Act of 1810 meant that licences were required.
