Unknown boy probably taken in Lanarkshire

This photo was among my late aunt's family photos. It was probably taken in Lanarkshire.  The image measures 1x1.25 inches and the mount measures 2.4x2.8 inches.
I would be grateful for help with restoration and a possible date when it was taken in order to decide if it might be my grandfather as a boy.  I need help with the uniform too but perhaps I should enquire elsewhere about that?

Alys, do you have any other photos of your grandfather when he was older? If you could post some we may be able to offer our opinions on any resemblance.
