On reflection, looking at the photo, the man appears to be a good bit older than her., whereas Philip was only 3 years older. Guy Ronald Scott Tebbitt was 13 years her senior so could well be him. Sorry that doesn't make it any clearer for you.

Where did the photo come from? If she herself kept it then I would have thought it was the second husband. Why would she have a photo of the husband she was presumably divorced from but not of the second husband whom she had a love affair with before marrying. I also think she looks older than mid 20s.
