Please could anyone help me with the recognition of this shield, it’s meaning or what it may stand for?

It has winding gear and a crossed pick and spade in one quarter, so maybe taken in a mining area.

The quadrant above has some sort of military connotation and the one adjacent suggests camping, in a bell tent, by the sea at sunset. Could it have been made up for some sort of communal holiday?

What country are we talking about? USA?
