To me it looks like the cast of a period play, maybe taken as late as the 1930s.
I thought the "mother's" shoes were 20th century. Must add that my knowledge of women's footwear isn't vast.

There are 2 seated with fake beards, but from the way they are sitting, I think they are both men.

No I am suggesting that it is the real minister. Dressing up as a minister, (especially when one would be available and who has been told about the gathering) would have taken things too far.

I think you are right about them being men with fake beards as there are some names on the photo. Front row, from left, 2nd is an Ernest and 6th is a George.
