I think it looks as though the registrar has written Shephrt.
His "r" is very distinctive, and his "d" (in other places on the page) looks more like "el" - the last letter of the name definitely looks like a "t".
The father's signature at first glance also looks like Shephrt, but perhaps it is simply not very precise and is actually Shephert or Shephart?
Edit: I originally ruled out Shephet, but now I've seen that the name does indeed exist.
Unlikely, though, as I would imagine there must have been an "r" towards the end of the name, if the registrar wrote Shephrt (going on what he heard).
