There is a baptism for a James Shaw with parents William and Hannah in April 1838 in same parish as marriage.  William is a collier, and they were living 'near Major's barn'.

Added:
At same parish, and same parents, also another James in 1840, and William in 1836.  Addresses as 'near to..'

Several more children e.g. Edith 1828, Elizabeth 1832, Eliza 1834, Thomas 1830.

So James is William in earlier census and Ann E is his second marriage, or as Ann E married a William Shaw by 1901 ?

I have not found a birth for the parents for Robert or Tom, mothers maiden name would not show that early, looked for baptisms for them found nothing.

I did see the James and Ann (Tipper )Shaw family, only i thought it was another family and not the same as William and Ann E Shaw so gave up on it then.
 
Family Search was not working the other week when i tried it, so will look again,

I have not found a death as yet for a William Shaw, I will also look for a James Shaw also just in case it is under that

Where do the Moore family fit into it all.

'William' is James on his marriage to Annie Elizabeth Tipper in 1862 - he is a bachelor so that is his first marriage.  He is still married to her when you have him on census in 1901.
