I can see her son Andrew in Holborn in 1891, with wife Caroline nee Taylor.

Yes it could be!
Emma and sister Caroline were admitted to the City Road workhouse, Holborn union, 22 April 1895
A+D register is on ancestry, creed register here gives their address

Emma + Caroline Bushnell were then admitted to the Mitcham schools, 7 May 1895
And discharged 31 July 1895, To attend Mother's Funeral
