My gggrandfather James King was born 1840 In Reigate.On birth certificate it states Reigate Union does that mean an area or workhouse? Many thanks for any advice

Reigate Union was the name of the Registration District. The actual place of birth should be stated on the certificate.

Free Reg has the baptism of a James King on 23 Feb 1840 at Chipstead. Parents James and Elizabeth. Chipstead was in the Reigate registration District.
I note that the parents of your James appear to be James and Elizabeth (Dodd) King
