I don't think it's a Singer Bantam.
On every photo I can find of a 1930's Bantam, the line of the top of the grille opening in the radiator shell has a double curvature forming a kind of "widows peak" in the middle.
This car doesn't. It has a more-or-less single curve, with a "boss" in the middle where the badge is located.
And, as Brewins girl has said, the cooling vents in the bonnet sides are quite different.
I don't know what it is; but it's a good clear picture so with luck someone should be able to identify it.
