I ask, because there are some entries blacked out, and I know the people are long gone.

The short answer is no the 1939 National Registration (1939) is not being updated.
As Stan stated until 1991 the NHS used the 1939 (Although this use by the NHS was at the best unlawful and very possibly illegal, as reassurance was given to Parliament on 21 May 1953 that “National Registration has been wholly abandoned.” with the exception that “Some numbering system, however, is necessary for the purposes of the National Health Service and. For reasons of economy, this is based upon the old numbers.”

http://www.rootschat.com/links/01ph1/ However that is not the full story, due to current privacy fears it was decided to redact entries on the 1939 that contained details of living persons (I.E. any person born less than 100 years ago).
Those are the entries blacked out, there are currently 3 ways a redacted entry will be unredacted before 1 January 2040 when the entire register will be unredacted.
1) A little after the relevant person would have reached 100 years old their entry is unredacted a visible on the FindMyPast online 1939 and the copy provided at the National Archives (The copies of the 1939 on others licenced sites are unredacted later when those sites carry out database updates.).
2) FindMyPast has a team of researchers reconciling deaths with entries on the 1939 if they find a person whose entry is redacted has died they will unredact that entry.
3) Any person in the world can send proof of death of a redacted person on the 1939 (such as a Death Certificate), on receiving proof of death FindMyPast will unredact the entry.
In addition if any person who appears on the 1939 unredacted objects they may write to FindMyPast and ask for their entry to be redacted, as with all privacy request this legally has to be done by the person themselves or their official representative not just someone else who thinks the entry should be redacted.
