1911 census transcribe

Ancestry transcribes the relation to head of the first person as 'niece'. This person is the head of the household so don't think it is this.
Has anyone any ideas?

If you give us the name of the person, year born and where they were living we can then look for you and say what we think.

Elsie Gillingham born 1900 in Guernsey (however in this census it says France, which is not true)

Do you have a ref for the 1911 Census because I cannot find an Elsie Gillingham born 1900 anywhere.

If it's a Channel Islands census, it probably says veuve = widow.
