I think so  b 1866- He was a witness at his sister Maud's wedding in the UK in 1892 to Sidney Feron and lived in the UK with aunt in 1881/1891 - Jane Edith Clarke b 1846 Middlesex

Added - Father Charles emigrated pre 1860 and in 1860 married an Emma Marie Stow in Victoria, Aus
