1939 Absent voters List WW2 look up help please

If I am on the wrong list/forum I apologise. It is quite complicated to work out where to post htis question. Can anyone tell me where I could do a look up on the absent voters list for 1939 (I think it was 1939). I am trying to find my Uncle William Godsall Born 24 Nov 1919. He was from Birmingham way. The only information we have is that he was a gunner on a ship that got torpedoed and he was in the water in the oil fire that followed and ended up with very damaged lungs. He survived the war but we know nothing else. He has since passed away and we are trying to find out all we can. Many thanks for any pointers anyone can give me. I am hitting brick walls everywhere I turn.

Born late 1919 he was too young to vote in 1939
He died in Manchester 1986. WW2 service records are still with the MoD so if you are looking for his service history please see this link

Do you men the 1939 Register, ie a register taken of all those in England, not sure if it was before war was declared or not.

The 1939 register was taken 29.9.1939.
His parents were William H Godsall & Annie Connor/Conner who married in Dec qtr 1916 and had 3 children 1919 - 1930
They can be found on the 1939 register with 2 redacted entries and one displayed
