Louisa Frances JAMES

My great-grandmother has me completely stumped . According to all the census records she was born 02/05/1861 in Portsmouth. On her marriage certificate she puts her fathers name as George, and his occupation as a sailor.
I am unable to pin her down up to her marriage to Robert Constable, she is a mystery. 
Marriages Dec 1888   
CONSTABLE  Robert    Dover  2a 1713   
JAMES  Louisa Francies     Dover  2a 1713
Added to that she had a son prior to the marriage called William, who in the census is down as William Constable born in Kent, but would have been William James at birth.

Any help would be very appreciated.

Could this be Williams birth

WILLIAM  SAMUEL CHEESEBROUGH JAMES   (No mothers maiden name listed on register)- 
1885  Dec Quarter in DOVER  Volume 02A  Page 998

In Portsea Island Workhouse at 1871 1130/163/29

1881 1156/125/19

Louisa James 19 yrs b Portsmouth  - a servant living in Portsmouth.

The name above Louisa is Jemima James 40 born Portsea so worth looking at her if only to rule that Louisa out.

In 1861 Jemima is also in the workhouse age 30.  Death for her later in 1871 age 40. 

Baptism for Jemima 26 Jan 1831 indicates mother Louisa father John.

There may be no connection but just in case.

I think the James/Wheeler might be a red herring.

There is also a birth in Portsea - Louisa James 1857 no mother’s name

Thanks everyone

I have obtained 2 birth certificates. The one for 1857 was born on the 18th January mother Mary Jane James no father, and no mention of the middle name Frances. As she states in the 1939 census that her birthday is on the 2nd may I have discounted that one.
I also got the one for 1862  with the Wheeler as the mothers Maiden name. The date of bith is 27th feb fathers name Joseph mother Elizabeth late Wakley formaly Wheeler. Again no mention of a middle name.

As for the one in the workhouse I have been unable to find a birth registration. She is the one I think may be correct, as she has a brother called George, also in the workhouse.

Regarding William I haven't yet obtained the birth certificate for the James Samual Cheeseborough James. I thought maybe the Cheeseborough might be the fathers surname, but the surname Cheeseborough is very much a more northern surname. Only one born south of Watford before and that is a female.

I do have another candidate for William, but it is difficult to know if he was calling himself James or Constable. There is a William James Constable living in Redruth who married a Wilmot Emmett in 1816. I have considered this one because when I was younger it was mentioned that someone from Cornwall rang my grandmother ( who died in 1988) claiming to be related vis the Constable line.

My next thought is to order the birth certificate for William Samuel Cheeseborough James. and the marriage certificate for William James Constable, but not sure if the service is still up and functioning. Also you never know if they are going to tell the truth.

It seems that they are both elusive and I don't want to go off on the wrong line.

I think so too.  Maybe we could find a birth or what happened to George?  How old was he please?
