DNA results with low cMs and half-cousin probabilities

I'm getting in a right kerfuffle with this! Please excuse this post if I haven't explained my query very well - I haven't got it all straight in my head just yet!!

The closest match I've got from Gedmatch is 61.4cM over 24.5 segments giving me highest probabilities of 30.94% of matching with a half3C, 3C1R, half2C2R, or 2C3R. Every other result is below 43cMs.

Am I wrong in thinking that's a low cM count or is it reasonable for matching purposes?

I'm also having trouble working out where the half-ancestor occurs - would it be a half-sibling of our common ancestor?

Any help gratefully received  ???

61cM is a good sized match although I am surprised it is over 24.5 segments? Is there something wrong there for example how do you get half a segment ?

A half 2C2R means that instead of sharing a Great Grandparent couple in common you only share one of them i.e either the Great Grandfather or Great Grandmother not both. (Possibly a case of more than one marriage for one or both or an illegitimate birth).
James Stott c1775-1850. James was born in Yorkshire but where? He was a stonemason and married Elizabeth Archer (nee Nicholson) in 1794 at Ripon. They lived thereafter in Masham. If anyone has any suggestions or leads as to his birthplace I would be interested to know. I have searched for it for years without success. Thank you.

I may be wrong but I think that 24.5 refers to the largest shared segment not the number of shared segments.

Yes, I made a mistake with the segments - 24.5 is the largest segment of 4 shared segments giving the 61.4cM match.

Thank you for explaining the half-cousin relationship, Davidft.
Can anyone tell me why the Generational column on Gedmatch is in percentages, please?
