There is what looks like a copper kettle in the right window along with what might be a jar of striped candy sticks which could suggest a cafe but I thought there would be a sign for it in that case.

Thank you for your replies. in 1939 my mother was living at the GWR hostel in Reading working as a Canteen assistant before she joined as a WAAF. So I am now thinking that this was where the photo was taken or a nearby location.
