Tracing Uncle who went missing in 1942 or 1943

Mother and twin brother were born in Liverpool in 1916 and reared in Dublin. Uncle went to England in 1942 or 1943 and its believed he survived the war and possibly visited Dublin in late 1940's. Have no idea what happened to him and as he would be 103 now have to assume he is long dead. His birth name was Rupert Darlington and after fostering in 1920 he became John (Jack) Derwin. Have searched all the usual sites over the years and have had no luck so far with Ancestry DNA test. Latest effort to trace him was with Irish and UK Pensions Departments. The Irish Dept say they have no record of after first saying Data Protection laws barred them from supplying 3rd parties. UK Dept  just said Data Protection laws barred them. Unless he changed his name I firmly believe the State has some sort of record of every individual. Okay people disappear never to be seen again but pre disappearance there has to be a record. So, anyone know what steps I can make now to hopefully trace this long lost Uncle ?

What was his actual date of birth?  Registration was March qtr 1917 so presumably born end of 1916

Twins were born Rupert and Ruth Darlington on 17 November 1916 in Liverpool, have the birth certs. Parents were Wallis and Matilda (Adams) Darlington. They were baptised in Dublin on 10 January 1917 and parents were named as Matilda and Patrick Walsh. Address on birth and baptism certs was 53 Great Orford Street, Liverpool. Baptism was in a Protestant church

They were again baptised in Dublin in August 1920 and names this time were Mary Patricia and John Oliver Derwin. Baptism this time was in a Catholic church and parents were named as Annie and John Derwin

Have you approached the Salvation army to see if they can identify the  Rupert Darlington on the 2010 electoral roll at

A Wallis Darlington and Matilda Adams married  in Dublin in 1908. By 1911, they were in Tyrconnell Street, Dublin with a daughter, Charlotte. Religion noted as Church of Ireland. Matilda from Limerick.  A Charlotte Darlington, aged 1yr also died in Dublin in 1911.

Wallis, birth year 1884, is potentially the chap of same name/age who died in Dublin in 1945 (perhaps a reason for Rupert/John returning to Dublin?).

A Matilda Darlington, of same approx age as the 1911 census Matilda, died in Dublin in 1957.

Who were Matilda and Patrick Walsh? Were Ruth and Rupert baptised with the Walsh surname?

Presumably you have looked at all deaths with birth date of 17 November 1916?

Did your Mother have no other contact with him?
