She was born on 13/1/1892 birth registered on 16/1/1892

I would interpret that certificate as Nora being born in the workhouse and the birth being registered there 3 days later. The address of Kills Yard being the mothers normal place of residence to which she probably returned after the birth and not her place of employment.

I thought it was her place of employment as it states Hose Hand OF ( being the operative word) 10 Kills Yard.
I suppose it’s how you interpret it

In 1891 No 10 Hills Yard, Millstone Lane is at RG12/2696 f117 p4
It is occupied by Ellen Chambers, a 69 year old Widow occ Needlework -bn Ireland. She has a lodger Ann Ball age 63 born Nottingham

You will need to 'trawl' Millstone Lane to find it, that is how I located it in 1891.
