If Annie didn't report the birth - then who did and what relationship & address is shown for that person?

This is the type of info that should have been included in your opening post

It was reported by it states A J Dodd occupier of 8a burton road. ( workhouse)

I don`t know about the Lincoln Workhouse, but some have  100 year closure from "the last admission" on the register. I had one where the last admission is 1927, so I haven`t able to access it.You would have to investigate this, Lincoln Archives would be able to help you, they are very good at replying to emails.

Google Lincoln workhouse records online, it will bring up other threads on this.

Hi in 1939 8a was entitled Public Assistance Institutions, Burton Road, Lincoln ( Parts of Lindsey ) All "Inmates" are shown as Incapacitated or Domestic Servants.
It appears to have been a house going on numbers 8 & 9 Burton Road?

It`s possible the houses may have been renumbered as the workhouse was demolished.

Agree, but then why was 8a Burton Road still listed as an Institution in 1939?
