The previously quoted Newspaper report (British Newspapers on Line) was Published, Tuesday 7 December 1909

Headed: Sad Case of Cruelty in Bristol.

The last child, Frederick Charles Elsbury's birth registered: D Quarter 1907

Regarding death certificates - by getting George's as a PDF from the GRO online this may produce answers. I got the death certificate for the husband of my great aunt ( my mother told me he had committed suicide after her death) and it did show this fact. It was put nicely as in " Died coal gas poisoning self administered whilst the balance of his mind was disturbed". So you may find something similar that proves it was him.
