As long as she (or a relative) has lasting power of attorney, they can apply here:

Garrad (Suffolk, Essex, Somerset), Crocker (Somerset), Vanstone (Devon, Jersey), Sims (Wiltshire), Bridger (Kent)

Is it not the case that to use the medal application process you need to know what medal(s) you are applying for which would mean applying for his record first?

The father can apply for his own records or, as with the medal application, someone with LPA can apply on his behalf https://www.gov.uk/get-copy-military-service-records/apply-for-your-own-records
(the form only asks for as much info as can be provided)

It is with great difficulty I share with you that in the early hours of 07 August 2021, Maximilian passed away unexpectedly but peacefully.

With deep sadness,

If your friend simply wants to find out if the medals were issued, s/he can contact the MOD at Imjin Barracks.

They should be able to tell your friend if, and which, medals were issued and the address they were sent to (possibly the date as well?).

When I contacted them with a question about my father in law's medal entitlement, they provided the above details and also his service number which I did not know prior to that. It was some time ago and I can't recall if I completed the form or simply sent a snail mail letter outlining my request.

Good luck.
