I am not entirely sure what your question is.

Before the franchise was extended after WW1, finding women on electoral rolls is not a possibility.
The only records you are likely to find Catherine listed on are censuses, marriage record, and birth/baptism records of her children.

Before the franchise was extended after WW1, finding women on electoral rolls is not a possibility.

If electoral law was the same in Scotland as in England/Wales, many women did qualify as voters before the 1918 reforms - but only in local government elections.  From 1918, that right was extended to include parliamentary elections but again not all women were eligible.

Electoral rolls had separate sections for the various categories of voter.

There is a John & Catherine Hughes living at 9 Teviot Street, Glasgow, he is an iron driller. He was born in Ireland in 1876, Catherine was born in Ireland in 1878, in 1901 scotland census.
Could these be the people you are looking for?
