i know i might be asking a lot here but can anybody help with identifying the regiment in the photo of my grandfather in-law ?

The only insignia is the shoulder title and he has carefully turned it away from the camera! What was his name, there may be a shot in the dark worth taking?
That said, his marriage cert should have the detail.

Name - Charles Cyril Brown born 1917, married 1940 and from/lived in Leicester

Real guesswork but the shoulder title is a short one and with the (his) right shoulder lanyard I thought maybe RA - Royal Artillery.
Charles Cyril Brown attested in the Royal Artillery in 1938 given service number 1563785, the only other detail being that he was released on 11 July 1946.
You'll need much more than my guesswork though! Fingers crossed for the marriage cert.

To get anywhere you will need his service record
https://www.gov.uk/get-copy-military-service-records
It would be as well to use his date of birth rather than his service number in the application (you don't need both) unless there is some other confirmation that the one that joined up in 1938 is your grandfather.
