Is it possible that Charlotte or Florence made all this up to cover the fact Charlotte never married?

Also possible that a later researcher has got in a muddle or made things up.

Charlotte Toogood died of bronchopneumonia 21 April 1915, aged 86 yrs 2 months 4 days.

Marital status “widow” - though her father is named as Henry Toogood of the Isle of Wight.

Death Certs are only as good as the informants knowledge of the person. It Charlotte married a William Toogood then her Fathers surname would be unlikely to be Toogood.

1861 Florence is with her Grandmother Harriet so she is the Daug of one of Harriets Daughters or Sons.

We followed Charlotte through Census's and she is in England up til 1891 and unmarried.
She then appears in the US as a Widow with her Daug Florence.

Looks pretty conclusive to me.

Thanks Trish1120 for your help.  I know Florence must be the daughter of one of Harriet and William's sons or daughters through my DNA matches.  This all seems to fit and, as you say, seems very conclusive.  Florence marries into a very wealthy family - married to George De Seaton Ogilvy in 1879 so she probably did not want her new family knowing she was the illegitimate daughter of a servant!
