I'm looking for the military record of Arnold Ernest Payne from the Monmouthshire/ Abergavenny, Wales, UK area. I understand that around 1938/39 he was posted at Daventry and then was out to sea for two years after marrying in July of 1938.

The problem is that I can't find the military service record # to request the records from the MOD.

You don't need the service number as long as you have the date of birth (and death certificate). If you don't have the consent of the next of kin, then you will receive only bare information unless he has been dead for more than 25 years in which case you will get more detail. Check out the process and see which applies to you.
